Rwanda has constructed these 2 bedroom self-contained houses for the poorest Rwandans. All they need to do is to sign an agreement barring them from selling or leasing the houses.

According to the mayor of Nyarugenge District, “Families to be settled in the village are those who have no financial means at all for whom we have been renting houses and others who used to be accommodated by neighbors,”

Kigali City authorities are planning for the relocation of at least 13,000 households from high-risk zones as part of efforts to improve urban settlements, ensuring a resilient, clean and green city, but also to keep people safe from disasters.

Even though critics have pointed out that the space could have been used to build storey buildings to save land, many people both far and near are delighted  at the government's intervention for the poor.
